It Was THE Home For Him!

This house never hit the market, yet here we are taking a beautiful SOLD pic. I met this amazing human at one of our other listings, a cute little condo, and he told me what he was looking for. Shortly after that,- I had lined up 3 off-market showings, 2 condos and this house.

We had a big office meeting learning about the new offer to purchase and a colleague of mine casually said, "Hey, I have this house coming up in the spring, if you know of anyone...." and I knew exactly who that someone was. It was THE home for him. Cute as a button, like a little cottage at the end of the street near a creek in a fantastic neighbourhood. How to Fight Your Property Tax Assessment in Winnipeg

Wondering if you should dispute your property assessment from the City of Winnipeg?

If your assessed value feels too high, you may have the right to challenge it — but you need the right information and evidence on your side.

What the Winnipeg Assessment Notice Means

When the City of Winnipeg releases its property assessments — usually every two years — you’ll receive a notice showing the assessed (market) value of your home. This value is what the City uses to calculate your property taxes. It’s based on market data and valuation models, not your personal sale price. 

Just because the assessed value goes up doesn’t always mean your taxes will spike by the same amount — it depends on how your value compares to the average change across the city and the tax rates set in the City’s budget. 

When You Can Appeal

You might want to consider an appeal if:

  1. Your assessment is significantly higher than recent sales of comparable homes in your neighbourhood.

  2. You haven’t made major improvements, yet your value increased more than others.

  3. You have evidence (like a professional report or recent appraisal) showing the market value is lower than what the City is asking.

The City gives you a deadline to review your assessment and file an appeal — often within roughly 30 days of when your notice is mailed. 

That notice typically includes a QR code or link you can use to book your appeal or discussion appointment directly with the City’s Assessment and Taxation Department.

What Happens After You File an Appeal

Appeals are heard by the Board of Revision, an impartial body that reviews evidence from you and the assessor and decides whether your assessed value should be adjusted. 

Important points:

  1. You still have to pay your property taxes on time while the appeal is underway. If successful, you’ll get a refund for any overpaid amount. 

  2. If you disagree with the Board of Revision’s decision, there are additional appeal routes — such as appealing to the Manitoba Municipal Board or the Court of King’s Bench — but these are more formal and require additional filings. 

Why Not Everyone Should Appeal

Here’s the truth: sometimes the City’s assessment is actually low compared to current market value — especially in hot or fast‑moving markets. In those scenarios, there’s nothing to “fight,” because your home’s assessed value is already fair (or even conservative), which means taxes may be in line or even lower than expected.

Before you spend time, money, and energy on an appeal, you need an accurate valuation report — one that shows what your home is really worth in the current market.

Thankful I Got To Be A Part Of This Journey

I sat at the table with them just moments after hanging the sold sign, and they said, "You were right...."

Gah, it is music to everyone's ears to hear that they were right, but in this case, it was so glorious because my instincts are what got us to this sold picture.

The truth was that we had been on the market for a few months, didn't have very many showings, and it wasn't going well. Right around the holidays, I told them, we're going to re-do exterior photos, pull the listing, and re-launch it right after Christmas, before New Year's. They wanted to wait till spring, thinking, as most sellers do, that April or May would be better. I told them that this week of re-launch is my favourite week for listing properties, and reminded them that if it isn't on the market, it can't sell. And so, they trusted me, and we re-launched on December 29th.

Just 10 days later, we accepted an offer!

Why is the Winnipeg housing market so competitive, and why aren’t there enough homes for sale?

The short answer: demand is high, supply is tight, and demographic trends are reshaping the market in ways that make buying in Winnipeg more competitive than many expected.

Low Inventory and Persistent Demand

Across Canada—and in Winnipeg specifically—housing inventory remains lower than long‑term norms. In Winnipeg’s market, active listings dipped about 4–5% year‑over‑year, keeping overall supply tight even as the market balances out. 

A healthy market is typically considered to have about 5–6 months of supply. Winnipeg’s supply of around 3.4 months still signals relative scarcity, particularly in key price ranges that many first‑time buyers target.  This limited inventory means buyers often compete over the same homes, driving offers and pressure in the Winnipeg housing market.

Why Are There So Few Homes to Choose From?

1. Homeowners Are Staying Put Longer

One of the biggest structural trends affecting supply is that many older homeowners, including Baby Boomers, are choosing to age in place rather than move. This keeps homes—especially well‑located single‑family properties—off the market longer than in previous generations.

Boomers often have lower mortgage costs and substantial equity, so there’s less financial pressure to sell and “trade up” as they age. Even though new homes and multi‑unit developments are underway, housing construction isn’t keeping up with population growth. Nationally, Canada has fallen short of recommended housing builds for years, contributing to a supply shortfall that affects markets like Winnipeg, too.

In Winnipeg through late 2025, average home prices continued to rise year‑over‑year despite a slight seasonal cooling, and sales activity remained strong.  Even when prices soften slightly month‑to‑month, the year‑over‑year gains and tight listings keep the market competitive—especially below $500,000, where demand from buyers is most concentrated. 

Affordability Challenges Persist

Nationwide, affordability remains stretched compared to historical norms, with Canadian markets still seeing high ownership costs relative to income—a trend that complicates the journey for first‑time buyers.  While Winnipeg has been more stable than markets like Toronto or Vancouver, the fundamentals are similar: people want homes, but supply isn’t expanding fast enough to meet that demand.

Looking Ahead

Economists and local boards suggest the Winnipeg housing market may continue to balance gradually as new listings and construction increase, but demographic and economic trends won’t flip overnight. That means competition for quality homes will likely continue through 2026.
